Rules and Requirements for Registration of Horses in Pakistan

  1. The registered office of the Stud Book Authority of Pakistan is situated at Rakh Chandra, Kot Lakhpat, Lahore, Pakistan.
  2. The Jockey Club of Pakistan in their capacity as The Stud Book Authority of Pakistan have prescribed the following rules and requirements for registration of horses in Pakistan:-
  1. A “breeder” is the person or legal entity including a company who owns the dam when the foal is born.
  1. An “owner” is the person in whose name the horse stands registered in the records of the Stud Book Authority of Pakistan.
  1. A “person” means and includes any person, individual, company or legal entity.
  1. A “turf authority” means any turf authority in Pakistan or any other turf authority abroad recognized by the Stud Book Authority of Pakistan.
  1. A “horse”, means and includes race horse, stallion, gelding, mare, yearling, weanling and foal, within the meanings of these rules.
  1. A horse is “bred” at the place of its birth.
  1. A “thoroughbred cross” means a mating in which one or the other partner is universally eligible for inclusion in an approved Stud Book.
  1. A “thoroughbred” is a horse which is recorded in the Thoroughbred Stud Book of the country of its foaling, that the Stud Book having been granted Approved status by the International Stud Book Committee at the time of its official recording.
  2. The “age” of a horse is reckoned as beginning on the first of January in the year in which it is born. Thus the “yearling year” begins on the first of January of the year following birth, the “two-years-old” year begins on the next succeeding January first and so on.
  1. An “authorized agent” is the person in whose name the “authority to act” on the prescribed form of the Stud Book Authority of Pakistan is duly lodged with the Stud Book Authority of Pakistan. Breeders appointing a stud proprietor or any other person as their authorized agent must lodge the “authority to act”, duly executed, with the Stud Book Authority of Pakistan.

13. “Panel of Veterinarian” A veterinarian on the panel approved by the Expert Committee constituted by Jockey Club of Pakistan and empowered to issue certificate of identity for racehorses as well as breeding horses under Rules of Racing and under these rules. Under certain circumstances, the Jockey Club of Pakistan in their capacity as the Stud Book Authority of Pakistan may appoint veterinarians/officials for specific purposes and invest them with specific powers.

A horse eligible for admission in the Stud Book of Pakistan based on pedigree

  1. A horse to be eligible for admission in the Stud Book of Pakistan must be product of a mating between a sire and dam both registered in a stud book which is approved by the International Stud Book Committee (ISBC), or must trace in all lines of its pedigree to horses so registered.

A horse eligible for admission in the Stud Book of Pakistan based on performance & promotion

  1. A horse entered in the Pakistan non thoroughbred stud book may be eligible for promotion to thoroughbred status provided it has eight verified consecutive recorded thoroughbred crosses including the cross of which it is the progeny in addition to high standard of racing performance in races open to thoroughbred and subsequently approved by the ISBC to be raised to thoroughbred status.

Service to produce an eligible foal

  1. A foal is not eligible to be recorded in the Stud Book of Pakistan unless:-

(1)         It is the result of a stallion’s mating with a mare which is the physical mounting of a mare by a stallion with intromission of the penis and ejaculation of semen into the reproductive tract.

(2)         A natural gestation took place in and delivery was from the body of the mare in which the foal was conceived.

(3)         It is certified that the foal conceived is not the result of artificial insemination.

(4)         It is certified that the foal is not the result of embryo transfer or transplant, cloning, or any other form of the genetic manipulation not in here specified.

Disqualification 

  1. Modification of the heritable genome of a prospective or registered Thoroughbred, during its conception, gestation or at any stage thereafter in its existence, will result in that horse forfeiting its status as a Thoroughbred.

General

  1. Horses born in Pakistan will only be registered if accompanied by certificate of identity duly supported by parentage verification by blood typing/DNA typing. No horse born abroad will be registered unless its export certificate has been received and its parentage verification report received from abroad matches the parentage report derived in Pakistan.

Application for registration of broodmares and stallions

  1. Application for registration of horse must be done on the form specified by the Stud Book Authority of Pakistan and it must be filled by physical examination of the horse by the veterinarian on the approved panel of veterinarians of the Jockey Club of Pakistan.

Horses registered as broodmares and stallions while under training

  1. When the horses are registered as broodmares and stallions while under training on payment of prescribed registration fee (See Schedule) and if they do not move to the studs, it will be the responsibility of the owner/breeder to intimate to the Stud Book Authority of Pakistan regarding delay in their move to the stud. All broodmares and stallions whose covering returns are not received for two consecutive years and no intimation of not having been used for breeding is also not received, these broodmares and stallions will be deregistered and will be got re-registered if to be utilized for breeding again.

Registration of horses as broodmares & stallions without having been registered for racing

  1. Following documents will be required for registration of Pakistan bred horses as broodmares and stallions if not already registered for racing:-
  • Application for registration of broodmare/stallion
  • Certificate of identity & passport
  • Registration fee (See Schedule)
  • Parentage verification charges if not already done as yearlings (See Schedule)

    Stud Book Authority of Pakistan will register broodmares and stallions within fortnight provided there are no discrepancies in the documents. In case of any discrepancy the applicant will be informed.

Registration of horses as broodmares and stallion after retirement from racing

  1. The following documents will be required for registration of horses born in Pakistan after retirement from races:-

            (1)        Application for registration of broodmare/stallion

            (2)        Certificate of identity

            (3)        Registration fee (See Schedule)

            (4)        Parentage verification charges if not already done as yearling (See Schedule)

  1. Export Requirements

                        (1)        When a horse is to be exported it will be considered by the Stud Book Authority on receipt of health certificate issued by Animal Husbandry Commissioner Ministry of National Food & Security Research Division Islamabad.

                        (2)        The veterinarian must sign the health certificate containing the written description and diagrams of the markings and must also indicate the country of destination, name of the owner and date of shipment.

  • The Stud Book Authority of Pakistan will issue a no objection letter to the custom in order to allow the horse to leave Pakistan.
  • The Stud Book Authority will forward directly to the relevant foreign Stud Book or Racing Authority the original export certificate and any other necessary documents.
  • To obtain export certificate a horse must be Blood/DNA Typed.
  • Receipt of the remission of the prescribed fee to be attached.
  • A covering certificate for in-foal mares. If a service certificate is not available at the time of shipment, it must be forwarded to the foreign Stud Book as soon as the owner exporting the horse receives it.
  1. Import Requirements
  • When a horse is imported to Pakistan the Stud Book Authority will consider its registration on receipt of no objection health certificate issued by the Animal Husbandry Commissioner Ministry of National Food Security and Research Division Islamabad.

            (2)        The Stud Book Authority of Pakistan will issue a no objection letter to the customs in order to allow the horse to enter Pakistan.           

            (3)        The importer of horse bred outside Pakistan must apply for the Export Certificate from the relevant foreign Stud Book or Racing authority of exporting country.           

            (4)        A certified copy of the horse’s complete racing record including the date, type of race, distance, and amount of money won is required for record.           

            (5)        If the mare is in-foal, a service certificate is required to be submitted.           

  • Within 30 days of arrival of the horse in Pakistan the owner must submit the passport to the Stud Book Registrar.
  • Export Certificate containing the written description and diagrams of the marking must be sent directly by the relevant foreign Stud Book or Racing authority to the Stud Book Authority of Pakistan.

Registration of Imported mares & stallions:-

  1. The imported mares and stallions will be registered by Stud Book Authority of Pakistan on receipt of the following documents:-

                        (1)        Export certificate from the competent Stud Book Authority abroad

                        (2)        Landing certificate

                        (3)        Commercial invoice

                        (4)        Final quarantine clearance certificate

                        (5)        Health certificate

                        (6)        Covering certificate if covered from abroad

                        (7)        Passport received from abroad showing diagrammatic and descriptive markings 

                        (8)        Application for registration of broodmare/stallion

                        (9)        Certificate of identity from veterinary officer on panel of veterinarian of Jockey Club of Pakistan

                        (10)      The DNA/blood typed profile from the competent Stud Book Authority abroad

                        (11)         Bill of Entry. In order to ensure that the correct ownership is recorded for an imported horse, a copy of the Bill of Entry from the importing breeder is being demanded as a proof of ownership for future registrations.                       

                        (12)        DNA typing charges (See Schedule)

                        (13)      Registration fee (See Schedule)

  1. The receipt of export certificate/quarantine clearance certificate may be delayed at times therefore provisional registration of the horse will be done provided all other requirements as mentioned in rule 25 are fulfilled. This provisional registration will hold good for the maximum period of 90 days from the date of arrival in Pakistan. However the provisional registration will only be confirmed on receipt of all the required documents and completion of related formalities.
  1. If the import documents are not completed within 90 days of landing in Pakistan late fee will be levied till 180 days (See Schedule) and thereafter provisional registration will be cancelled. However it is not mandatory for the Stud Book Authority of Pakistan to register broodmare/stallion on payment of late registration fee and shall have discretion not to register a broodmare/stallion if not satisfied with the reason for the delay.
  1. The Stud Book Authority of Pakistan will only accord final registration provided the DNA/blood typed profile of the imported horses matches with the DNA/blood typed profile obtained from sample taken in Pakistan.
  1. If an imported mare is covered in Pakistan before being registered as broodmare as provided by rule, the Stud Book Authority of Pakistan may or may not in its absolute discretion accept the covering return of such mare on payment of prescribed fee (See Schedule). However the covering return must be lodged within thirty days of covering irrespective of the mare being pregnant or proving barren to that covering.
  1. In the case of a broodmare imported in foal unless the covering certificate shows the name of the stallion that has covered the mare, the progeny shall not be recorded in Stud Book of Pakistan.

Broodmares and stallions brought back for racing and again taken to stud for breeding

  1. At times the broodmares and stallions are put back in racing after they have been registered for breeding. In such cases intimation of putting back in race training should be given to the Stud Book Authority of Pakistan within ten days of their leaving the stud farm. Once broodmares and stallions are put into race training, their registration for breeding is automatically cancelled. These horses will be re-registered for breeding afresh by the Stud Book Authority of Pakistan on receipt of application for registration of broodmares/stallions and on payment of prescribed fee (See Schedule).

Re-registration of mare and stallion struck off breeding                                               

  1. If stallions and broodmares are not used for breeding in any year, intimation to this effect should be given to the Stud Book Authority of Pakistan. If broodmare and stallion covering return are not received in the Stud Book Authority of Pakistan for two consecutive years and no intimation of not having been used for breeding is also not received these broodmares and stallions will be deregistered. These mares and stallions, if to be utilized for breeding again, shall have to be registered again as broodmares and stallions on receipt of following:-

            (1)        Application for registration of broodmares / stallions

            (2)        Certificate of identity

            (3)        Registration fee (See Schedule)

Miscellaneous

  1. Change of name of registered broodmares and stallions will not be done unless the Stud Book Authority of Pakistan considers that the change of name is required to avoid duplication of name which will be done on receipt of prescribed registration fee (See Schedule).
  1. If a broodmare registered with the Stud Book Authority of Pakistan is covered by a stallion not registered with the Stud Book Authority of Pakistan the progeny shall not be recorded in Stud Book of Pakistan.
  1. The stud farms and breeders shall be primarily responsible for ascertaining the correct ownership of mare and shall ascertain from the Stud Book Authority of Pakistan that the mares have been duly registered as broodmares before they are covered.
  2. The death of a broodmare / stallion shall be reported to the Stud Book Authority of Pakistan immediately and not later than 30 days after the death of such broodmare / stallion. Intimation of the death of broodmare / stallion received in the office of the Stud Book Authority of Pakistan later than 30 days after the death of such broodmare / stallion, shall be governed as per schedule (See Schedule).

Responsibility of rendering of covering returns

  1. The broodmare and stallion covering return can only be sent by the stud farm where it has been physically covered.

Stallion covering return

  1. Owner of the every registered stallion must submit stallion covering return to the Stud Book Authority of Pakistan on the prescribed stallion covering return form issued to him along with the registration fee (See Schedule). The stallion covering return must be submitted by 15th August to cover the last service of every mare for the period from first January to 31 July and by 15th January to cover the last service of every mare for the period from first August to 31st December. Owner of stallion failing to submit stallion covering return by the due date notified above shall be governed as per schedule (See Schedule).

Broodmare covering return (A-Form)

  1. Stud must submit to the Stud Book Authority of Pakistan broodmare covering return showing the first and the last date of covering of each broodmare alongwith the registration fee (See Schedule). If a broodmare is covered in any one covering season by more than one stallion then the last date of service in order of date of last service by each stallion must be shown in the return. The broodmare covering return must be submitted by 15th August to cover the last service of every mare for the period from first January to 31st July and by 15th January to cover the last service of every mare for the period from first August to 31st December. Owner or lessees of mares or their authorized agent failing to submit / get submitted broodmare covering return by the date notified shall be governed as per schedule (See Schedule).
  1. The stallions owner is responsible to submit broodmare covering return of all the mares covered by his stallions and should complete all the required informations given in the column provided and he is authorized to give this information regarding mare not owned by them in consultation with the mare owner.
  1. A covering return received in the office of the Stud Book Authority of Pakistan after the due date notified above shall be governed as per schedule (See Schedule).

Covering returns of broodmares leaving stud farm after covering

  1. The covering returns (broodmare / stallion) of broodmares sent to a stallion for covering must be handed over to the mare owner or his authorized agent for submission to the Stud Book Authority of Pakistan.

Result of covering

  1. Breeder shall notify the Stud Book Authority of Pakistan of the residual results of the last covering in the column provided in the broodmare covering return form.
  1. In the case of mares which move from one stud to another it will be the responsibility of the stud from where such mare leaves to inform the receiving breeder/stud in writing, with a copy of the letter to the Stud Book Authority of Pakistan regarding the name of the stallion, last date of service and status of the mare whether pregnant or otherwise.
  1. Broodmares whose returns and intimation of breeding status is not received in the covering return for two successive years shall be struck off as registered broodmares and shall be considered as dead or discarded from breeding, such mares if to be utilized for breeding again shall have to be re-registered as broodmares, as provided therein above.

Notification of birth (B-Form)

  1. Breeders shall notify the Stud Book Authority of Pakistan of the birth of all foals which they intend to race or register under rules of racing of the Jockey Club of Pakistan or any other recognized turf authority. Such notification shall be submitted on the prescribed form (B-Form), and must state the name of owner, the foal’s colour, sex, pedigree and date of birth together with all distinguishing marks and proposed brands in the diagram provided on the form.
  1. In the case of mare covered by more than one stallion, all stallions names in the order of date of last service shall be mentioned in the notification of birth.
  1. The above information shall be supplied by the person incharge of the stud farm or by a veterinarian on approved panel of veterinarians of the Jockey Club of Pakistan and must be submitted within 90 days of the birth of foal, together with the requisite registration fees (See Schedule). Notifications received later than 90 days after the birth of foal shall be governed as per schedule (See Schedule).
  1. A notification of birth received in the office of Stud Book Authority of Pakistan later than 150 days after the birth of the foal, shall not be registered. However in circumstances delay beyond control of breeder and at the discretion of Stud Book Authority of Pakistan for a fee of rupees thirty thousand per notification of birth and subject to the reported parentage being validated by DNA typing.
  1. The death of a foal shall be reported to the Stud Book Authority of Pakistan immediately and not later than 30 days. Intimation of the death of a foal received in the office of the Stud Book Authority of Pakistan later than 30 days shall be governed as per schedule (See Schedule).
  1. For foals conceived by broodmare abroad their notification of birth will be registered only on:-  

(1)         Receipt of the covering certificate from the appropriate registering authority. Covering certificate in original must reach the Stud Book Authority of Pakistan within 90 days of the date of landing of the mare in Pakistan. Late receipt of covering certificate will be regularized on payment of late fee as per schedule (See Schedule).

(2)         Parentage verification after receiving the DNA / blood typed profile of the sire from abroad.

Veterinary certificate of identity for foal registration (C-Form)

  1. A veterinary certificate of identity for foal registration (C-Form) on approved forms signed by a veterinarian whose name is on the approved panel of veterinarians of Jockey Club of Pakistan, stating the name of the breeder, the foal’s colour, sex, pedigree, date of birth and distinguishing marks together with brand marks, must be lodged with the Stud Book Authority of Pakistan within 350 days from date of birth, together with the requisite registration fee (See Schedule) and sample for parentage verification from the foal, and where necessary from the mare and stallion if already not DNA / blood typed, each taken by a veterinarian on approved panel of veterinarians of Jockey Club of Pakistan, to confirm that the mare and stallion qualify as the parents of the foal by DNA / blood typed verification. The horse must be microchipped and parentage validated before the certificate of identity is registered with the Stud Book Authority of Pakistan. Veterinary certificate of identity for foal registration (C-Form) submitted later than the due date of submission shall be governed as per schedule (See Schedule).                                               
  1. Veterinary certificate of identity for foal registration (C-Form) received in the office of the Stud Book Authority of Pakistan later than 400 days from the date of birth of foal shall not be registered.
  1. Veterinary certificate of identity of premature foals born before 1st January will be submitted along with the foals of the year in which they were due to be born.
  1. For foals bred in the unbound breeding areas under the control of the Government of Pakistan (Ministry of Defence) whose dams are registered as broodmares with the Stud Book Authority of Pakistan and returns are submitted as required under rules, this certificate may be signed by a veterinarian on approved panel of veterinarians of Jockey Club of Pakistan or by a veterinarian who is an officer of the rank of Major and above of the Remounts, Veterinary and Farms Corps Pakistan Army.
  1. The death of a foal, a yearling and a two years old horse shall be reported to the Stud Book Authority of Pakistan immediately and not later than 30 days after the death of such foal, yearling or two years old horse. Such intimation received in the office of the Stud Book Authority of Pakistan later than 30 days after death shall be governed as per schedule (See Schedule).
  1. The Stud Book Authority of Pakistan will issue upon payment of the prescribed fee a certificate of identification of foals for which returns have been lodged and accepted by them in accordance with the above rules (See Schedule).
  1. The Stud Book Authority of Pakistan will hold this certificate in safe custody on behalf of the owner. Young stock will be registered for purposes of racing upon the production of the zerox copy of the certificate of identification duly certified by the Stud Book Authority of Pakistan.

Registration of Name

  1. All thoroughbred horses that have been foaled in Pakistan must be named and registered with the Stud Book Authority of Pakistan. The Suffix (PAK) will follow the name of any registered Thoroughbred foaled in Pakistan. It is preferable that Thoroughbred horses born in Pakistan are named at the time of foal registration.
  1. For a horse born abroad, the application to register a name must be made through the relevant authority of the country of birth.
  1. The change of a name already registered and published can only be requested from the authority, which originally registered that name.
  1. An International List of Protected Names is established according to the rules fixed by the Executive Council of the International Federation of Horse Racing Authorities.
  1. Concerning names registered and not protected of IFHA, the following guidelines will form the basis upon which Authorities will establish a period during which registered names will not be re-used: –
  • In the case of stallions, 15 years after death or 15 years after the last recorded Year in which they covered mares or 35 years of age (whichever is the soonest).
  • In the case of broodmares, 10 years after their death or 10 years after the last recorded year which they were covered or produced a foal, or at 25 years of age.
  • In the case of all other horses, 5 years after their death, or at 20 years of age (Whichever is the soonest).
  1. Names cannot be accepted if they are already registered subject to the conditions on re-use of names set out above and if: –
  1. They appear on the International List of Protected Names.
  2. They have more than eighteen characters, including spaces.
  3. They are the name of a public person without the person’s or their family’s permission.
  4. They are followed by numbers.
  5. They are made up entirely of or include initials, figures, hyphens, full stops, commas, signs, exclamation marks, inverted commas, forward or back slash, colon or semi colon, their meaning, pronunciation or spelling may be thought obscene or insulting.
  6. In spelling, they are identical to and in pronunciation, identical or similar to a protected name or a name registered for a horse whose year of foaling in within ten years of that of the horse in question.
  7. They start with another sign than a letter.

Death & movement

  1. Breeder are responsible to report to the Stud Book Authority of Pakistan within 30 days of deaths and movement of horses as follows:-

(1)          Deaths of broodmares, stallions, yearlings, foals including those foals for whom even the notification of birth has not yet been submitted.

(2)     Casualties during gestation that is dead foal born, slips and abortions.

(3)     Broodmares and stallions discarded for breeding.

(4)          Arrival and departure of horses from and to the stud such as broodmares, stallions, yearlings and foals.

  1. If a breeder fails to report any of the occurrences mentioned in the above paragraphs, he will be liable to pay a penalty for each occurrence not reported (See Schedule).

List of horses standing at a stud

  1. A six monthly return of horses standing at the stud is required to be submitted to the Stud Book Authority of Pakistan for the period from 01st Jan to 31 July as to reach by 15th August & for the period from 01st August to 31 Dec as to reach by 15th Jan on the prescribed form available from the office of the Stud Book Authority of Pakistan. If a breeder fails to submit the list of horses standing at a stud by due date, he will be liable to pay a penalty (See Schedule).

Horses standing at a stud

  1. An owner who sends his broodmare, stallion, yearling or foal at any stud farm shall be deemed to have given the authority to submit reports and returns due of it to the concerned stud. The stud because of horses standing at that stud shall be deemed to have accepted the responsibility of submitting the reports and returns due for the said horse.

Correctness

  1. Any authorized person submitting reports and returns under these rules is responsible for its correctness specifically the identity of the concerned horse and the dates endorsed in it, he will be personally held responsible for any wrong information which may lead to rejection of report or return.

Timely submission

  1. In connection with the submission of various returns under the foregoing rules breeders shall forward these returns to the Stud Book Authority of Pakistan so as to reach the office of the Stud Book Authority of Pakistan before the time limit stipulated. In the event of the Stud Book Authority of Pakistan not receiving such returns within the stipulated period, the Stud Book Authority of Pakistan will accept the date of posting of the returns, provided it is posted under registered post acknowledgement due seven days prior to the stipulated time limit and not otherwise.

Incomplete / Incorrectly completed reports & returns

  1. Reports and returns which are incomplete or incorrect or which require any of the supporting documentation will not be accepted by the Stud Book Authority of Pakistan and will be returned to the breeder for completion / correction. The rate of fee payable for registering such reports & returns will be the one applicable on the date when the completed / corrected return is received.

  1. The Stud Book Authority of Pakistan may reject at any time any covering return, notification of birth, or certificate of identity submitted to it even if any such return, notification of birth, or certificate of identity has previously been accepted by it and even if any fees have been paid in respect thereof, after giving a hearing (in that behalf) to the party/parties concerned, without giving any reasons for such rejection. The Stud Book Authority of Pakistan may delete from the Stud Book of Pakistan at any time, any entry relating to the name of any horse referred to therein.
  2. By submitting any return or other document referred to herein to the Stud Book Authority of Pakistan for acceptance, the person submitting it, submits himself to the jurisdiction of, and agrees to abide and be bound by the decision of the Stud Book Authority of Pakistan, which shall not be questioned in any court of law.
  3. The Stud Book Authority of Pakistan will not register any documents received from stud farms / breeders who have not settled in full any earlier fines or dues payable to the Stud Book Authority of Pakistan.
  1. If in the opinion of the Stud Book Authority of Pakistan there is reason to believe that there has been supplied to the Stud Book Authority of Pakistan a covering return, notification of birth or certificate of identity and/or any other document or information relating to a horse entered, or eligible for entry in the Stud Book of Pakistan which is or may be incorrect or fraudulent, or if in the opinion of the Stud Book Authority of Pakistan there are other circumstances which make an investigation necessary or desirable, the Stud Book Authority of Pakistan may require:-

(1)          The person who furnished the return or any other documents or information and the owner of, and any other person in Pakistan who then has charge, care or control of any horse entered or eligible for entry in the Stud Book of Pakistan, to submit for examination by the Stud Book Authority of Pakistan or such other person as may be appointed by the Stud Book Authority of Pakistan, all books, receipts and other documents, which the Stud Book Authority of Pakistan may deem necessary to examine in making such inquiry.

(2)          The owner of and any other person in Pakistan who then has charge, care or control of any horse entered or eligible for entry in Stud Book of Pakistan shall permit inspection, and/or examination and/or parentage verification of such horse by such person as the Stud Book Authority of Pakistan may appoint on their behalf.

  1. If any owner or person incharge, care or control of any horse, fails to discharge the requirements set out in above rules, the Stud Book Authority of Pakistan shall be entitled:-

(1)          To refuse entry into the Stud Book of Pakistan to any or all horses owned by or leased to such owner or other person or any company in which such owner or other person is a shareholder, and/or;

(2)          To delete from the Stud Book of Pakistan if already entered therein any entry relating to and the name of any or all horses owned by, or leased to, such owner or other person or any company in which such owner or other person is a share holder.

(3)          To disqualify from the Stud Book of Pakistan any horse which after due inquiry is found to have been the subject or medium of malpractice.

  1. The Stud Book Authority will appoint an inquiry officer or an inquiry committee consisting of three members to investigate any irregularity considered necessary or desirable. The concerned persons / stud farms, will be informed about the convening of the inquiry and will be directed by the Stud Book Authority of Pakistan to make available any information and documents for inspection as may be required by the inquiry officer / inquiry committee.
  1. The inquiry officer/inquiry committee will conduct the inquiry and submit findings in writing to the Stud Book Authority of Pakistan for perusal and decision.
  1. The findings of inquiry officer / inquiry committee will be conveyed to the concerned persons / stud farms against whom the inquiry has been conducted and will be given an opportunity to submit anything further in the matter either in writing or in person hearing before the Stud Book Authority of Pakistan. The Stud Book Authority of Pakistan will then consider the matter and decide as per evidence available.
  1. The above procedure will also be followed in cases of parentage verification discrepancies.
  1. The following rules apply for horses that are intended to be raced, under rules of racing of the Jockey Club of Pakistan or any other recognized turf authority, and which are bred in the areas under control of the Government of Pakistan and which are registered in the Government Broodmare Registers and come directly under the orders of the remount officers administrating these areas:-

(1)          The owner of a horse which is intended to be raced under rules of racing of the Jockey Club of Pakistan must apply to the District Remount Officer and request him to forward a breeding certificate of the said animal to be registered directly to the Stud Book Authority of Pakistan. This breeding certificate will only be issued by the District Remount Officer to the Stud Book Authority of Pakistan concerned after the owner of the horse has returned to the Remount Department the produce certificate issued to the owner at the time of the sale of that animal which was bred under their control.

(2)          The breeding certificates shall show the horse’s colour, sex, pedigree, date of birth and distinguishing marks, inclusive of a brand and must be signed by an officer of the Army Department incharge of the Horse Breeding Area in which the horse foaled and must be verified in all particulars by a veterinarian whose name is born on the approved panel of veterinarians of Jockey Club of Pakistan at the time the application is made for registration of the above with the Stud Book Authority of Pakistan.

(3)          The Stud Book Authority of Pakistan, may refuse to consider an application for registration of any horse, the owner or breeder of which has not, to the satisfaction of the Stud Book Authority of Pakistan complied with the above rules in every respect.

  1. The initial owner of the horse is considered to be the person or entity, whose name has been recorded as such in the application for foal registration or for registration for breeding. The ownership of the imported horses will be taken as shown on the Commercial invoice/Export certificate/Bill of entry filed with the Pakistan customs. 

Subsequent ownership

  1. Ownership of the horse on sale / transfer will be changed by the Stud Book Authority of Pakistan on receipt of application on prescribed form and on payment of registration fee as per schedule (See Schedule).

Change of ownership

  1. Death of a horse owner and change of name of a lady consequent to marriage should be intimated to the Stud Book Authority of Pakistan, with proper legal proof failing which the ownership will continue to be in the name already registered.
  1. All foals born in Pakistan must be hot or cold branded before their parentage is verified through DNA/blood typing test and veterinary certificate of identity for foal registration (C-Form) is endorsed. Grey horses must be hot branded.

Change of proposed brands

  1. Permission to change the brands proposed in the notification of birth (B-Form) should be obtained in writing from the Stud Book Authority of Pakistan before the horses are branded. It will be the responsibility of stud which does the actual branding to obtain this permission and not the stud which submitted the notification of birth (B-Form).

Discrepancies in branding & their regularization

  1. The Registrar Stud Book of Pakistan is authorized to accord permission to regularize cases of wrong branding without prior permission of the management of Stud Book Authority of Pakistan on payment of fee as per schedule (See Schedule) provided it is the first instance at the stud concerned and after his investigation that there is no malafied intentions and the lapse is due to the administrative lapse or negligence.
  1. The registrar will present all cases of wrong branding due to malafied intentions and second instance of branding discrepancy of the same stud before the management of the Stud Book Authority of Pakistan for their decision.
  1. The registrar may also get re-branding done where the brands are faint, overlapped or there is duplication. The re-branding will always be done at an appropriate and new location of the body which is convenient and clearly visible. If the cold branding is not clear, the registrar may instruct the owner to get the hot branding done.
  1. Letter or combination of letters or symbols to represent the stud farm to be branded on right shoulder, below this brand year of foaling to be indicated by the last two numerals of the year of foaling.
  1. Serial number of the foal in the year of foaling to be branded on right thigh.
  1. The Stud Book Authority of Pakistan has laid down the following conditions which have to be fulfilled before a stud farm is registered:-

(1)       Minimum of ten acres of land in the ownership of the stud owner where the stud farm is to be established. The stud owner may also get the land on lease fulfilling the connected legal requirements of lease of land in his name.

(2)       Minimum of six broodmares including non thoroughbred and one stallion registered with the Stud Book Authority of Pakistan in the ownership of the stud farm / proprietor / partner in the stud.

(3)       In case if a stud farm is owned in partnership the legal requirements of joint ownership will have to be fulfilled.           

          (4)       Sufficient number of stables and paddocks to keep the parents stock and their progeny.

(5)        Availability of veterinary cover for the stud farm.

  1. The registration of a stud farm will be considered by the Stud Book Authority of Pakistan on receipt of the following:-

(1)       Application for registration of a new stud farm on prescribed form which can be obtained from the office of the Stud Book Authority of Pakistan.

(2)       All documents required which are mentioned in the application form for registration of stud form.

  • Stud farm registration fee as per schedule (See Schedule).
  1. Incomplete stud registration application and not accompanied by the required documents and requisite registration fees will not be accepted for registration by the Stud Book Authority of Pakistan.
  1. The Stud Book Authority of Pakistan reserves to itself the right to amend, alter, delete or rescind any of the above norms, and to deregister at any time, a stud farm not conforming to the prescribed norms.
  1. The Stud Book Authority of Pakistan has and reserves to itself the right at any times, to make and undertake a complete spot check on the breeding records and identification of all horses standing at a stud farm.
  1. Brand marks are registered along with registration of stud farm on receipt of prescribed brand marks registration fee (See Schedule).
  1. The stud farms and breeders must maintain detail record of covering, abortions, foaling and veterinary treatment given to their stock and should maintain up-to-date record of arrival and departure of horses.
  1. The stud farms / breeders will maintain the following documents:-
    1. Stallion register
    2. Mare register
    3. Covering register
    4. Foaling register
    5. Treatment record
  1. A breeder may authorize any stud farm at which his mares may be standing to include his mares in their (Stud Farm’s) own broodmares covering returns. The responsibility for any mistakes shall rest primarily upon the owner unless the authority form specifically states that the stud agrees to be responsible.
  1. Stud farms shall lodge the relative authorities for registration with the Stud Book Authority of Pakistan, immediately an animal comes to their stud. Breeders and studs are cautioned that covering returns, notifications of birth, certificates of identity and other documents submitted to the Stud Book Authority of Pakistan are liable to be refused registration till such time the authority is lodged. Forms for registration of owners and stud authority may be obtained from the office of the Stud Book Authority of Pakistan.
  1. The Stud Book Authority of Pakistan will consider the registration of lease upon receipt of an application on prescribed lease agreement performa available from the office of the Stud Book Authority of Pakistan and the stipulated fee (See Schedule). The Lease Deed shall stand cancelled in case of the demise of Lessor or Lessee.
  1. The Stud Book Authority of Pakistan reserves the rights to refuse to register a lease if any of the parties concerned have not settled their previous dues to the Stud Book Authority of Pakistan.
  1. According to two coat colour inheritance principle the following is the norm:-

            (1)        A chestnut dam and a chestnut sire will produce a chestnut foal.

            (2)        A roan/grey foal must have at least one roan/grey parent.

  1. A bay stallion who has produced only bay foal from 12 or more chestnut mare will be considered to be a “dominant bay” in cases where it is not possible to resolve a case of doubtful parentage by conventional blood-typing and DNA analysis is not possible with either or both parents being dead.
  1. For inclusion in the Stud Book of Pakistan a horse must be parentage verified at the laboratory which has participated in the standardization test of International Society of Animal Genetics (ISAG) and is duly authorized by the Stud Book Authority of Pakistan. Ownership of samples taken from horses for parentage verification will remain the property of Stud Book Authority of Pakistan. All foals born in Pakistan must be parentage verified.

Parentage verification procedure

  1. Broodmares and stallions. Broodmares and stallions born in Pakistan and not parentage verified at the yearling stage will be parentage verified at the time of their registration as broodmare/stallion.
  1. Foals. All foals will be parentage verified in the year following the year in which they are born.
  1. Parentage verification of horses may be done on the request of owners or their authorised agents provided all charges of the team proceeding to take samples and the parentage verification charges are deposited by them in advance.
  1. The registrar of the Stud Book of Pakistan, the veterinarian on the approved panel of veterinarians of Jockey Club of Pakistan, the scientist of the authorised laboratories doing parentage verification of horses are the persons appointed by the Stud Book Authority of Pakistan for supervising collection of samples for parentage verification. The Stud Book Authority of Pakistan may amend or revise or add to the list of above authorised persons from time to time in its sole discretion as and when required.

Instructions to the horse owner regarding sampling for parentage verification

  1. It will be the responsibility of the horse owner to ensure that the parentage verification forms are filled in before the arrival of the person authorised to take sample by the Stud Book Authority of Pakistan. The owner of the horse should also ensure that he or his authorised agent should be able to correctly identify the horse and a qualified person authorised by the stud to take the samples is present at the given time.

Parentage verification charges

  1. Parentage verification charges are as given in schedule (See Schedule) and have to be paid in advance.

How to deal in case a foal does not qualify to reported parentage

  1. The following procedure is to be followed step wise:-           

(1)        Initial stage

            (2)        Inquiry

(3)        Recommendation of the inquiry committee convened by the Stud Book Authority of Pakistan.

(4)        Decision of the Stud Book Authority of Pakistan on recommendation of the above committee.           

            (5)        Apeal to the Stud Book Authority of Pakistan. 

Initial Stage

  1. When a doubtful case of incorrect parentage is reported to the registrar Stud Book of Pakistan, he will immediately inform the Stud Book Authority of Pakistan and take the following action:-

(1)        Get the parentage verification done if the case is already not detected through parentage verification by DNA / blood typed profile.   

(2)        Ask the owner to suggest alternate parentage if he desires so.

(3)        Arrange for second sample to be drawn for sending to a recognized laboratory of ISBC for parentage verification abroad.                                                

(4)        Withhold registration of the horse and inform the concerned racing authority.

(5)        If the second sample also detects the incorrect parentage ask the breeder of the horse to give explanation of the case.

(6)        Inform the Stud Book Authority of Pakistan about the result of the above initial stage action.

Inquiry and subsequent steps

  1. The Stud Book Authority of Pakistan will convene an inquiry committee to fix the responsibility for the lapse and apportion blame for declaration of wrong parentage after hearing the person involved.
  1. The findings and recommendations of the above inquiry committee will be conveyed to the person/stud concerned and they will be given opportunity to clarify their position in writing or in person before the Stud Book Authority of Pakistan if they desire so.
  1. The Stud Book Authority of Pakistan will then consider the matter and decide as deemed appropriate and their decision will be final. However the affected party has right to appeal to Stud Book Authority of Pakistan for reconsideration of their decision if there is any additional evidence worth considering.
  1. The Stud Book Authority of Pakistan will issue passport of horses when a horse is registered. These passports will remain with the concerned horse owner. The passport will contain detailed descriptive marking, diagrammatic markings and instructions etc. Passport will be issued to young stock only after parentage verification.
  1. All horses must travel with their identity documents/passports. A stud farm accepting horses without their identification paper does so at its own risk. Identification papers of all horses sheltered at a stud are liable to be inspected without prior notice.
  1. The Stud Book Authority of Pakistan has, and reserves to itself and those representing it, the right at any time to undertake a complete check, to examine the breeding records and undertake inspection and identification of all livestock on stud farms without giving prior notice.
  1. In case the proprietor/director/manager resident at the stud farm is likely to be not available for any period of time, the stud documents should be kept in a place where the stud jemadar/dresser can produce these documents for inspection, allow these to be xeroxed if required by the inspecting official and put his initial and stud stamp there on to authenticate them. The non availability of proprietor /director/manager at the stud will not be any excuse for an inspecting official not being given an opportunity to inspect/copy statuary documents and inspect and identify all the horses on stud farm.
  1. Stud Book Authority of Pakistan reserves the rights to refuse to consider any application for the registration of any horse, the owner or breeder of which has not to the satisfaction of the Stud Book Authority of Pakistan, complied with the above rules in all respects.
  1. The Stud Book Authority of Pakistan will accept all remittances by cash, demand draft, pay order, money order, and postal order only. These should be remitted in the name of Jockey Club of Pakistan Lahore, Pakistan.
  1. The Stud Book Authority of Pakistan has and reserves to itself and those representing it, the right:-

(1)        To amend, modify or cancel any of the existing rules.

(2)        To levy deterrent penalties over and above the prescribed fee, additional fee, late fee or penalty on habitual offender and for cases of gross negligence.

(3)        To inquire into any matter which not be specifically covered by the above rules and to impose such penalty and / or to take such action as it may deem fit in its absolute discretion.

  1. The Stud Book Authority of Pakistan shall have the power to delegate from time to time the exercise of such of its functions and powers as it may deem fit to any subordinate body, registrar of the Stud Book of Pakistan or such other official or specially concerned / constituted body as it may deem proper.
  1. The Registrar Stud Book of Pakistan is authorized to levy all fees, additional fees and penalties mentioned in these rules and to withhold registration for non payment of previous dues.
  1. Legal jurisdiction for any dispute shall lie with the appropriate court at Lahore only, all persons submitting any return or application or document under these rules are deemed to have specifically accepted this jurisdiction to the exclusion of the jurisdiction of any other equivalent court anywhere else.

Communication with Stud Book Authority of Pakistan

  1. All communication with the Stud Book Authority of Pakistan is delt / acknowledged within fortnight of their receipt. In case a person does not receive any acknowledgment within one month of its communication, it will be the onus on the concerned person to make further inquiries.

Confirmation of verbal instructions

  1. The Registrar Stud Book of Pakistan travels to stud farms / breeders and is occasionally requested permission / informed verbally of various occurrences. In the interest of the studs and to avoid delay the registrar is empowered to accord such permission or receive reports verbally but it will be the responsibility of the concerned stud farm / breeder to follow up the verbal communication in writing to place it on record. The registrar is not expected to remember all verbal instructions/reports and in the absence of written record, plea that the registrar was informed verbally will not be tenable.
  1. All information lodged with Stud Book Authority of Pakistan by way of any reports and returns of horses is public information and will be available to any person on payment of prescribed fee (See Schedule).
  1. Broodmare
